Sign-In
It is the responsibility of Coach/Team Captain to sign his players
names and jersey numbers on the score-sheet located at the
scorekeepers table prior to the start of his game.
Choice of
basket
The team that arrives first will have their choice of basketball to
start the game. If a dispute occurs a coin toss by the scorekeeper will
decide who has choice of basket.
Warm-Ups
Teams will receive a 2-5 minute warm-up depending on the time
remaining on the clock after the previous game has finished. Teams will
warm up according to choice of basket.
The Game
The game will be comprised of 4-ten minute quarters (or 2-twenty
minute half's if necessary) with the clock stopping the last
2-minutes of the fourth quarter on a dead ball if the point
differential is 8-points or less. The game will begin at center
court with a jump ball. The team who wins the tip will receive the
ball at the start of the fourth quarter with the opposing team
receiving the ball at the start of the second and third quarter. All
tie-ups will result in a jump ball between the two players involved
in the tie-up. There will be a 30-seconds break in between quarters.
Halftime will consist of 1:30-3 minutes.
Tip Off / Clock
The clock will start at the scheduled game time unless
delayed by overtime from the prior game. If a team is
not present with at least 4-players to start the game,
the clock will start with the opposing team will receive
1-points per each minute until the opposing team is able
to begin with 4-players. The clock will stop only when
the 4-players from each team are present on the court
and ready to go. No time out may be called until the
game has officially started at center court with a jump
ball. The game will begin with a jump ball at center
court with the remaining time listed on the clock. If a
team is unable to begin the game with 4-player, a
forfeit shall be deemed after 5-minutes into the second
quarter, with the opposing team receiving the win.
Game Rules, Violations
& Penalties
Section 1:
Awarded basket
An basket will only be awarded by
the ball entering through the cylinder of
the basket from above then discharging out of the bottom of the net. Points shall be awarded as follows:
a.) 1-point awarded for each technical foul shot made. 1-point
awarded for each free-throw made. 2-points awarded for any shot made
below the three point line. 3-points awarded for any shot made
behind the three point line. No points shall be awarded for any ball
that enter through the cylinder of the basket from below.
Penalty: Loss of ball. The ball is
awarded to the opposing team at the sideline at the free throw line
extended.
Section 2:
3-seconds
Violation
a.) An offensive player shall not remain for more than 3-seconds
in that part of his free throw lane while the ball is in control of
his team.
b.) Allowance may be made for a player who, having been in this area
for less than three seconds and is in the act of shooting at the end of
the third second. Under these conditions, the 3-second count is
discontinued while his continuous motion is toward the basket. If
that continuous motion ceases, the previous 3-second count is
continued.
c.) The 3-second count shall not begin until the ball is in control
in the offensive team's frontcourt. No violation can occur if the
ball is batted away by an opponent.
Penalty:
Loss of ball. The ball is
awarded to the opposing team at the sideline at the free throw line
extended.
Section 3:
Backboard
The top, sides and bottom of the backboard shall be consider in
play.
Exceptions:
The ball shall be
consider dead (not in play) if:
a). The ball hits the support beam above the top of the backboard
b). The ball bounces over the top of the backboard.
Section 4:
Ball Advancement
The
offensive team may only advance the ball to half-court after
a made basket by calling a time-out. All other time-outs
called by the offensive during possession will result by
in-bounding the ball at the nearest sideline or baseline
where the timeout was called.
Section 5:
Basket Ring, Backboard or Support,
Dunking
a).
An offensive player who deliberately hangs on his basket ring, net,
backboard or support during a shot attempt shall result in offensive
interference with no points awarded.
b).
An offensive player who deliberately hangs on his basket ring, net,
backboard or support during the game shall be assessed a
non-unsportsmanlike technical foul.
b).
A defensive player who deliberately gains or maintains height or
hangs on his opponent’s basket ring, net, backboard or support shall
be assessed a non-unsportsmanlike technical foul. If he touches the
ball during a field goal attempt, points shall be awarded consistent
with the type of shot
to the opposing team.
Exception:
An
offensive or defensive player may hang on the basket ring, backboard
or support to prevent an injury to himself or another player, with
no technical foul assessed.
Section 6:
Blocking / Charging
a).
Blocking: a defensive player
is not permitted to move into the path of an offensive player once
he has started his shooting motion. However, if an offensive player
causes contact with a defensive player who has established a legal
position, before the offensive player has started his shooting
motion an offensive foul shall be called.
b).
Charging:
if an offensive player causes
contact with a defensive player who has established a
legal position, an offensive foul shall be called and no
points may be scored. A defensive player may turn
slightly to protect himself, but is never allowed to
bend over and submarine an opponent. This judgment shall
be at the discretion of the referee.
Section 7:
Carry / Palming the ball
At no
time shall a player place his dribbling hand under the ball and
momentarily holding or carrying it while dribbling.
Penalty:
Loss of
ball. Ball is awarded to the opposing team at the sideline nearest
the spot of the violation but no nearer the baseline than the foul
line extended.
Section 8: Continuation /
Act of shooting
A player who is fouled while in a shooting motion or attempts to
continue his shooting motion will be consider in the act of
shooting. However, if a player
while in a shooting
motion changes his act of shooting by passing or dribbles the ball
will be consider a non-shooting foul.
Section 9:
Defense
A team shall have the option to play man or zone defense at anytime
during the game.
Section 10:
Delay of
Game
A player shall not impede the progress of the game at anytime. First
delay will result in a warning.
Penalty: Second
delay of game will result in a technical foul +
1-shot + possession of the ball for the opposing
team.
Section 11:
Double Dribble
a.) A player shall not run with the ball without dribbling it.
b.) A player in control of a dribble who steps on or outside a
boundary line, even though not touching the ball while on or outside
that boundary line, shall not be allowed to return inbounds and
continue his dribble. He may not even be the first player to touch
the ball after he has re-established a position inbounds. A player
may not dribble a second time after he has voluntarily ended his
first dribble.
Penalty:
Loss of
ball. Ball is awarded to the opposing team at the sideline nearest
the spot of the violation but no nearer the baseline than the foul
line extended.
Section 12:
Forfeit / Ending a game early
a.)
If at anytime during the game, a team falls to 3-eligible players
the game shall be deemed a forfeit.
Penalty: Opposing team receives
the win.
b.) An official may end the game if the acting Captain of the losing
team gives his consent to end the game early.
Section 13:
Fouls &
Penalties
1).
Dead Ball Foul:
any foul
committed before the ball is in-bounded will result in 1-shot plus
possession of the ball.
2). Injury Foul: if a player is
injured in the act of shooting and is unable to shoot the free
throws, the player must sub out of the game. The opposing team
Captain will then choose a player (in play) to shoot the free
throws. The injured player may re-enter the game after the free
throws have been attempted.
3).
Loose Ball Foul:
will count as
a personal foul and team foul.
4).
Offensive Foul:
a player
control foul will count as a personal foul only, not a team foul.
5).
Personal Fouls: each player is
allowed 5 fouls before fouling out on the 6th foul.
6).
Team Fouls:
each team is
allowed 5-team fouls per half before allowing the opposing team to
shoot bonus (1+1) on the 6th-team foul. Eight team fouls will result
in double bonus (2-shots) for the opposing team. Team fouls do not
carry over per half.
7).
Technical Fouls: all technical
fouls will result in 1-shots plus possession of the ball. A
technical foul will count as a personal foul and team foul. The
clock will not stop on technical fouls unless the technical foul is
call within the last 2-minutes of the fourth quarter and the point
differential is 8-points or less. Any player receiving a technical
foul must sub out of the game and must sit for a total of 3-minutes
before re-entering the game. A second technical foul will result in
immediate ejection from the game along with one or more game
suspensions depending on the severity of the players' actions. Three
technical fouls over the course of one season may result in further
disciplinary action, including expulsion from the league.
8).
A Technical foul, Un-sportsmanlike
act or Flagrant foul: A player,
coach or fan may be ejected immediately for:
(a) Any racial slur or comment
(b) Any un-sports-man-like conduct where a technical foul is
assessed
(c) A flagrant foul where unnecessary and/or excessive contact
occurs
(d) A punching foul
(e) An attempted punch which does not make contact
(f) Excess taunting
(g) Cursing or blaspheming an official or player
(h) The deliberate act of throwing the ball or any object at an
official by a player, coach or trainer is a technical foul and
violators are subject to ejection from the game.
(i)
Elbow fouls, which make
contact above shoulder level. A player shall not be allowed
excessive and/or vigorous swinging of the elbows in a swinging
motion (no contact) when a defensive player is nearby and the
offensive player has the ball.
(j) Eye guarding
(placing a hand in front of the opponent's eyes when guarding from the rear) a
player who does not have possession of the ball is illegal and an
un-sports-man-like technical shall be assessed.
Note:
No free throw attempts
are awarded when a double technical foul is
assessed. Any fan or a player or coach receiving two
technical fouls in one game may be asked to exit the
gym by an official. Refusal to exit the game when
asked by an official will constitute a team forfeit
with possible expulsion from the league.
Section 14:
Free-Throws / Entering the lane /
Line-up above the block
1). After the ball is placed at the disposal of a free throw
shooter, his attempt shall be within 10 seconds in such a way that
the ball enters the basket or touches the rim before it is touched
by a player. The shooter shall be within that part of the free throw
circle behind the free throw line during the attempt of the free
throws.
2). A player shall not touch the ball or basket while the ball is on
or within the basket.
3). A player who occupies a free throw lane / space shall not touch
the floor on or across the free throw lane line, nor shall any
player "back out" more than 3-feet from the free throw lane line. A
player who does not occupy a free throw lane space must remain
behind the three-point line until the ball leaves the free thrower's
hands.
4). The free throw shooter may not break the plane of the free throw
line until the ball touches the rim, backboard, or the free throw
ends.
5). No player shall deflect or catch the ball before it reaches the
basket or backboard on a free throw attempt.
6). The free throw shooter shall not purposely fake a free throw
attempt.
7). An opponent in the game shall not disconcert the free thrower in
any way, once the ball has been placed at the disposal of the
shooter.
8). During a free throw for a personal foul or team foul, each of
the lower spaces
above the block nearest to the end-line must be occupied by an
opponent of the free throw shooter. (No
player may occupy the box). If necessary remaining spaces shall be
filled by order of teammate of the shooter then
opponent. It is not required that additional
spaces above the lower block be occupied by either team. Penalty:
In (1-7) above, if the violation is by the offense, no
point can be scored. The ball is awarded out-of-bounds
to the opposing team at the free throw line extended. If
the violation is by the defense, and the basket is made,
1-point will be scored. If the basket is missed, a new
free throw attempt will be awarded to the shooter.
Section 15:
Front-court / Back-court
a). A player / team shall have 8-seconds to enter the frontcourt
from the backcourt upon possession of the ball. A player shall
establish possession of the ball in the front-court once the ball
and both feet of the player have crossed the half court line. A new
count shall start upon each dead ball.
b). A player shall not be the first to touch a ball which he or a
teammate caused the ball to go from frontcourt to backcourt while
his team was in control of the ball.
Penalty:
Loss of ball. The ball is awarded to the opposing
team at the boundary line nearest the spot of the violation.
Section 16:
Fumble
A player who is holding the ball and fumbles it out of his control
may recover the ball. If his pivot foot moves to recover the ball,
he must then pass or shoot the ball. If he fumbles and recovers it
without moving his pivot foot and before the ball touches the floor,
he retains his status before the fumble.
Section 17: Goaltending / Basket Interference /
Accidentally Scoring
A player shall not have any contact with the ball or
backboard when the ball is above the cylinder in it's
down ward motion.
Penalty:
If a defensive player makes contact with the ball, 2 or
3-points shall be awarded to the offense depending on
the spot of the shot attempt. If an offensive player
makes contact with the ball, the penalty is loss of ball
with no points awarded. A legal field goal or free throw
attempt shall be scored when a live ball from the
playing area enters the basket from above and remains in
or passes through the net. A field goal accidentally
scored in an opponent's basket shall be added to the
opponent's score, credited to the opposing player
nearest the shooter.
Exceptions:
a). A player pins the ball against the backboard while the ball is
in it's upward motion away from the cylinder.
b). The ball is grabbed out of mid-flight by a player in which the
ball has no chance of reaching the cylinder.
Section 18:
Held
ball
A held ball shall occur resulting in a jump ball between players
involved when:
a).
A defensive player has one or both hands firmly on the ball causing
the offensive player to return to the floor with the ball in his
continuous possession.
b).
A held ball on the floor should not be called until both players
have both hands so firmly on the ball that neither can gain sole
possession without undue roughness.
c).
If a player is lying or sitting on the floor while in possession, he
should have an opportunity to throw the ball. A held ball will be
called only when both players have both hands firmly on the ball.
Section 19:
Illegal
Assist in Scoring
a). A player may not assist himself to score by using the basket ring
or back-board to lift, hold or raise himself.
b). A player may not assist a teammate to gain height while
attempting to score.
Penalty: Loss
of ball. The ball is awarded to the opposing team at
the free throw line extended.
Section
20:
Illegal Screen / Pick
A player who sets a screen shall not (1) assume a position nearer
than a nor-mal step from an opponent, if that opponent is stationary
and unaware of the screener's position, or (2) make illegal contact
with an opponent when he assumes a position at the side or front of
an opponent, or (3) assume a position so near to a moving opponent
that illegal contact cannot be avoided by the opponent without
changing direction or stopping, or (4) move laterally or toward an
opponent being screened, after having assumed a legal position. The
screener may move in the same direction and path of the opponent
being screened. In (3) above, the speed of the opponent being
screened will determine what the screener's stationary position may
be. This position will vary and may be one to two normal steps or
strides from his opponent. Violation:
will result with loss of ball. Ball is awarded to the opposing team
at the sideline nearest the spot of the violation but no nearer the
baseline than the foul line extended.
Section 21:
Incidental
Contact
The mere fact that contact occurs does not necessarily constitute a
foul. Contact which is incidental to an effort by a player to play
an opponent such as reaching a loose ball, or perform normal
defensive or offensive movements, should not be considered illegal.
If, however, a player attempts to play an opponent from a position
where he has no reasonable chance to perform without making contact
with his opponent a foul shall occur. If while shooting, the hand is
considered “part of the ball” when it is in contact with the ball.
Therefore, contact on that hand by a defender while it is in contact
with the ball is not illegal.
Section 22:
Jump ball
Each jumper must have at least one foot on or inside that half of
the jumping circle which is farthest from his own basket. Each
jumper must have both feet with-in the restraining circle. The ball
must be tapped by one or both of the players participating in the
jump ball after it reaches its highest point. If the ball falls to
the floor without being tapped by at least one of the jumpers, the
official off the ball shall whistle the ball dead and signal another
toss.
Violation: shall occur
if:
a.) If the official makes a bad toss, the toss shall be repeated
with the same jumpers.
c.) Neither jumper may tap the tossed ball before it reaches its
highest point.
d.) Neither jumper may leave his half of the jumping circle until
the ball has been tapped.
e.) Neither jumper is permitted to tap the ball more than twice on
any jump ball.
Penalty: Violation of (c), (d)
or (e) will result with
loss of ball. Ball is awarded to the opposing team
at the sideline nearest the spot of the violation
but no nearer the baseline than the foul line
extended.
Other Jump
ball:
a.)
A ball out-of-bounds caused by both teams.
b.) Both
officials are in doubt as to who last touched the ball.
Result:
A jump ball at half-court
between any one player from each team.
Section 23:
Officials
Forfeit
The purpose of an officials forfeit, is to eliminative further
risk of further injury or intentional physical contact between players, coaches or
fans. In order for an officials forfeit to occur, both referees must
agree to forfeit the game.
Section 24: Out
of bounce
The ball is consider
out of bounce when:
a.) The ball touches any part of the floor, a player, a fan or any
object outside of the boundary line.
Section 25:
OverTime / Final OT
Over time shall consist of a 3-minute running
clock with stop clock on all dead balls during
the final 1-minute if the point differential is
5 -points or less. Each team will receive 1-full
time out. Each team is allowed 1-team foul. 2nd
team foul = bonus. 3rd team foul = double bonus.
Final Over-Time shall consist of no clock. No
timeouts. All fouls = 2-shots. First team to
score five points wins.
Section 26:
Pass or Penetrate
An offensive player shall have 5-seconds to pass the ball or
penetrate towards the basket if a defensive player applies pressure
within three to five feet.
Exceptions:
No 5-second count
shall occur if the offensive player receives no pressure from a
defensive player.
Section 27:
Pivot
a).
A pivot takes place when a player, who is holding the ball, steps
once or more than once in any direction with the same foot, with the
other foot (pivot foot) in contact with the floor.
b).
If the player wishes to dribble after a pivot, the ball must be out
of his hand before the pivot foot is raised off the floor. If the
player raises his pivot off the floor, he must pass or attempt a
field goal before the foot is returned to the floor. If he fails to
follow these guidelines, he has committed a traveling violation.
Section 28:
Shot Attempt
A player may not retrieve his own shot attempt unless the ball first
touches the backboard, rim or is touched by another player. If a
player retrieves his own shot attempt first, a traveling violation
shall occur.
Penalty: Loss of ball. The ball is
awarded to the opposing team at the sideline, nearest spot of the
violation.
Section 29:
Striking the ball / Kicking
a). A player shall not kick the ball or strike it with the fist.
b). Kicking the ball or striking it with any part of the leg is a
violation when it is an intentional act. The ball accidentally
striking the foot, the leg or fist is not a violation.
Penalty:
1). If the violation is by the offense, the ball is awarded to the
opposing team.
2). If the violation is by the defense while the ball is in play,
the offensive team retains possession.
3). If the violation occurs during a throw-in, the opposing team
retains possession.
Section 30:
Substitution
All
players requesting a substitution must first report
verbally to the scorer’s table with sufficient time
before the next dead ball. The substituted player must
remain at the table until time of substitution. Only
then may the player enter the game when allowed in by
the referee. Penalty:
Failure to check in at the scorer's table will result in
a technical foul + 1-shot + possession of the ball for
the opposing team.
Section 31:
Time-Outs
Each team will receive a total of 4 full timeouts only.
A player’s request for a timeout shall be granted by verbal or
signaling a timeout directly to the referee only when the ball is
dead or in control of a player on the team making the request. A
timeout can only be called by a player on the floor. A request at
any other time shall be ignored. Each time out will
last only 30-second
from time the referee acknowledges the timeout.
Note:
To call a
timeout, a player must establish control with two feet in-bound.
Timeouts not used in the first half will carry over into the second
half.
Penalty:
If a player calls time-out with none left, it will
result in a technical foul = 1-shot + possession of the
ball for the opposing team.
Section 32:
Throw In / In-bounding the ball
a.) An offensive player
shall have 5-seconds to inbound the ball. A player may inbound the
ball into the backcourt when in bounding along the sideline. A
player may not inbound the ball into the backcourt from the
baseline. A player may not leave the designated throw-in spot.
Penalty:
Loss of ball if the
offensive player who is in bounding the ball crosses the line before
releasing the ball. The ball is awarded to the opposing team at the
boundary line nearest the spot of the violation. If on a throw-in
which goes out of bounce and is not touched by a player in the game,
the ball shall be returned to the original throw-in spot with the
ball awarded to the opposing team.
b.) The defensive player may
not cross the inbound line nor touch the ball until the
ball has broke the plain (inbound line).
Penalty:
defensive player crosses the plain (inbound line) before
the ball is released, a delay of game warning shall be
issued. If the defensive player touches the ball before
the ball beaks the plain, a team technical will be
issued resulting in 1-shot + possession of the ball for
the opposing team.
Exception:
After a field goal or
free throw as a result of a personal foul, the thrower-in may run
the end line or pass to a teammate behind the end line.
Section 33:
Traveling
A player who receives the
ball while standing still may pivot, using either foot as the pivot
foot. A player who receives the ball while he is progressing or
upon completion of a dribble, may use a two-count rhythm in coming
to a stop, passing or shooting the ball. A player, with the ball in
his possession, raises his pivot foot off the floor, he must pass or
shoot before his pivot foot returns to the floor. If he drops the
ball while in the air, he may not be the first to touch the ball.
A violation shall occur if:
a.) A player who raises his pivot foot off the floor in a single
motion before releasing the ball.
b.) A player who attempts more that 2-steps while in his shooting
motion.
c.) A player who falls to the floor while holding the ball, or while
coming to a stop, may not gain an advantage by sliding.
d.) A player who retrieves his shot attempt before the ball has
touched the rim, backboard or is touched by another player.
Penalty:
Loss of ball. The ball is
awarded to the opposing team at the sideline nearest spot of the
violation.
